Cece Young, President

CeCe, the President of Shepherd's Staff, brings a wealth of experience and dedication to her role. Originally from the UK, CeCe has been in the Nursing Field since 2003 and spent over a decade working in the ICU for the National Health Service. Her passion for healthcare led her to establish Britannia Social Care, alongside her husband in the UK in 2014, demonstrating her commitment to providing quality care on both sides of the Atlantic. Currently, CeCe is furthering her expertise by pursuing a Master’s degree as a Nurse Practitioner, building on her solid educational foundation with a Bachelor's degree from South Bank University in London. In addition to her professional achievements, CeCe and her spouse are pastors, leading an International church and serving their community with the same compassion and dedication that she brings to Shepherd's Staff.

Titus Young

Titus Young,
Vice President & CFO

Titus serves as the Vice President and CFO of Shepherd's Staff, bringing a strong background in both healthcare and leadership to the company. He co-founded Britannia Social care in the UK with CeCe in 2014, a testament to his commitment to quality care and service. As a UKRN specializing in mental health, Titus has a deep understanding of the complexities of healthcare, which informs his approach to his work. Titus holds a Bachelor's degree from Northampton University, further solidifying his expertise in the field. In addition to his professional roles, Titus and CeCe are dedicated pastors, leading an international church and serving their community with compassion and faith. His multifaceted experience and leadership make him an invaluable part of the Shepherd's Staff team.

Heather Heier

Heather Heier,

Heather has been an integral part of SSIC for the past five years, joining the team with the foresight that she would eventually take the reins when Angela, the founder, decided to retire. Heather’s diverse skill set, and dedication make her a key asset to the company, where she expertly navigates the many roles required to keep the business running smoothly. Heather’s deep commitment to serving the elderly community is reflected in her belief that "aging is inevitable, and I hope Karma will pay it forward to me when I need care and send me a caregiver with the same standards and ethics I have served with." A Frederick native, Heather grew up on a farm and graduated from Walkersville High School before earning her Associate’s Degree in Business. She raised her family in Thurmont and is a proud mother of three adult children. Outside of work, Heather enjoys spending quality time with her family, traveling with her husband, and indulging in her passions for baking, photography, and writing Heather’s blend of professional expertise and personal values ensures that SSIC continues to thrive, providing top-quality care to those who need it most.

Tina's upbringing in a religious military family laid the strong foundation for the person she is today, fostering a deep love for God, her country, and her community. Her personal experiences as a caregiver for both her mother and sister before they passed away ignited in her a profound desire to serve the elderly and make a meaningful difference in their lives. Tina has been a vital part of our team for the past three years, where she serves as our HR Manager. In addition to her professional role, she is a devoted mother of three grown children, an End of Life Doula, and continues to care for others in various capacities. Tina’s compassion and commitment to service make her an invaluable asset to our organization and a beacon of support for our clients and staff alike.

Jodie Drum

Jodie has been a dedicated and compassionate Registered Nurse since 1988, bringing over three decades of experience to our in-home care team. Growing up with a brother who had special needs, Jodie always knew she was destined for a career in nursing. Her lifelong passion for caregiving has driven her to work in a variety of settings, from residential summer camps for children to providing care for all age groups. Jodie spent over 30 years serving the Frederick community at Frederick Hospital, where she honed her skills and deepened her commitment to patient care. Her vast experience and nurturing spirit make her an invaluable asset to our team, ensuring that every client receives the highest standard of care in the comfort of their own home. With Jodie, you’re not just getting a nurse; you’re gaining a caregiver with a lifetime of dedication and a heart full of compassion.

Kai joined Shepherd's Staff in June 2013, taking on various administrative duties to support the company's growth. Over the years, Kai has become an integral part of the team, with a current focus on reviewing and processing payroll and invoicing. Kai considers their four children to be their greatest achievements, as they have taught Kai the true meaning of love and being loved. The passing of Kai's father in 2018 holds a special place in their heart, marking a profound moment of reflection on the full circle of life, which Kai compares to the experience of bringing life into the world. A true creative at heart, Kai’s interests span a wide range of artistic endeavors, including gardening, painting, writing, and graphic arts. This passion for creativity brings a unique perspective to Kai’s work, enriching both their professional and personal life.

Jen takes great pride in carefully matching caregivers with clients, striving to create balanced and effective caregiving relationships that truly make a difference in the lives of those they serve. Beyond her professional life, Jen cherishes moments spent with her family and devotes time to learning and growing in her faith. These personal pursuits help her maintain a well-rounded and fulfilling life, bringing a sense of balance to her work and personal endeavors.

Janeka Kackley is the newest addition to the Shepherd’s Staff team, bringing over 15 years of experience in customer service to her role as Scheduler. Janeka’s passion for helping and caring for people shines through in her work, where she is dedicated to ensuring that all scheduling needs are met with efficiency and compassion. Outside of work, Janeka’s time is joyfully spent with her young son and two beloved dogs, who keep her weekends full of fun and activity. With her extensive background and caring nature, Janeka is a valuable asset to the Shepherd’s Staff team.
