Founded with a passion for helping others, Shepherd’s Staff In-home Care began as a small, family-run business and has grown into a trusted provider of in-home care services in Frederick MD, Carroll, Washington, and Montgomery Counties. Over the years, we have expanded our offerings and built a reputation for excellence in care.

President

Cece Young, President

CeCe, the President of Shepherd's Staff, brings a wealth of experience and dedication to her role. Originally from the UK, CeCe has been in the Nursing Field since 2003 and spent over a decade working in the ICU for the National Health Service. Her passion for healthcare led her to establish Britannia Social Care, alongside her husband in the UK in 2014, demonstrating her commitment to providing quality care on both sides of the Atlantic. Currently, CeCe is furthering her expertise by pursuing a Master’s degree as a Nurse Practitioner, building on her solid educational foundation with a Bachelor's degree from South Bank University in London. In addition to her professional achievements, CeCe and her spouse are pastors, leading an International church and serving their community with the same compassion and dedication that she brings to Shepherd's Staff.

Titus Young

Titus Young,
Vice President & CFO

Titus serves as the Vice President and CFO of Shepherd's Staff, bringing a strong background in both healthcare and leadership to the company. He co-founded Britannia Social care in the UK with CeCe in 2014, a testament to his commitment to quality care and service. As a UKRN specializing in mental health, Titus has a deep understanding of the complexities of healthcare, which informs his approach to his work. Titus holds a Bachelor's degree from Northampton University, further solidifying his expertise in the field. In addition to his professional roles, Titus and CeCe are dedicated pastors, leading an international church and serving their community with compassion and faith. His multifaceted experience and leadership make him an invaluable part of the Shepherd's Staff team.

Jennifer

Jennifer, Registered Nurse

Jennifer has been an RN since 1988, after she received her AAS from Lewis and Clark Community College in Illinois. She worked as a medical surgical and oncology nurse, and then in an outpatient clinic, before finding her niche in homecare. She enjoys working with the elderly population in the home setting because of the personable, one on one time she gets with clients. Jennifer and her husband relocated to Maryland in 2020. In her spare time, she enjoys hiking and kayaking with her husband, traveling, and spending time with her family, gardening, cooking, and reading.

Tabytha, Billing and Payroll

Tabytha Jones Agev brings warmth, professionalism, and over a decade of experience to her role as Billing and Payroll Coordinator at Shepherd’s Staff. With 12 years in senior home health care, she has a deep understanding of the needs of aging adults and the importance of compassionate support, both for clients and caregivers. Her friendly and detail-oriented approach ensures smooth operations behind the scenes, helping the team provide consistent, quality care. Outside of work, Tabytha is a proud mom to three sons and one daughter. She enjoys expressing her creativity through art, unwinding with a good book, and relaxing in the magical world of Disney Dreamlight Valley. Her dedication to both her family and her work reflects her strong sense of care, empathy, and heart for service.

Alex, Staffer

Alex has been dedicated to caregiving since 2018 and has always had a heart for helping others. Her passion for this field led her to join Shepherd’s Staff, where she now serves as a scheduler. Having worked hands-on as a caregiver herself, Alex brings valuable insight to her role; she understands both the in-home and office perspectives. This dual experience allows her to thoughtfully match clients and caregivers based not only on needs and skills, but also on personality and compatibility. Outside of work, Alex enjoys spending quality time with her family and finding moments to relax and recharge.

Marianne

Registered Nurse

Marianne, Registered Nurse

Marianne has been working an RN for over 40 years in various aspects of healthcare, Both in the hospital and in the community.  She has worked on cardiac and med-surg floors at Frederick Health and in other areas of Md. Marianne earned her AA in Nursing in Cumberland and BSN  from Notre Dame of Maryland in Baltimore. In addition to hospital work Marianne had worked for the Office of Health Care Quality surveying Assisted  Living Homes and in community and Home Health. She has always enjoyed working with the elderly. In her free time, Marianne enjoys spending time with friends and family especially her 2 young grandchildren. She and her husband enjoy traveling and camping and spending time in the outdoors.
